I am starting an online pay-per view website renting movies to the public (i.e. a sort of Blockbusters online). Can I buy dvd’s then simply upload them? And do I need the permission from every individual licence holder or just a broadcasting licence from which I pay royalties? Thanks.

Yes, you do need permission.
Without doing some research, I’m not sure about the position here re collective licensing schemes.
