What are the legal requirements for the provision of different languages on a website? Are single language websites ok? Even when they block access by non-speakers of that language?

As a matter of English law, there is no general requirement to have multi-language websites.  There may, however, be specific circumstances where you need to offer a website in more than one language.   For instance, I understand that in some circumstances ecommerce sites selling into France may have an obligation under French law to have French language version of the site.
