My website doesn’t collect names or email addresses or other personal data. Does that mean I can do without a privacy policy?

If the website:
- doesn’t collect any personal data, and
- doesn’t use cookies or other tracking technologies, and
- doesn’t enable others to collect personal data or use cookies or other tracking technologies,
then ordinarily you wouldn’t need a privacy policy.
