Is Gambling Legal in Colorado? Gambling Laws in 2026

Yes, gambling is legal in Colorado through authorized casinos, sports betting, lottery sales, horse wagering, fantasy contests and qualifying charitable or social games. Each activity has its own conditions. Legal mobile sports betting does not authorize an online casino.[1][2][3][4]

Are casinos legal in Colorado?

Yes, casinos are legal in Colorado at authorized commercial and tribal facilities. The three commercial casino towns are Black Hawk, Central City and Cripple Creek. That rule does not mean every lawful casino in Colorado is in one of those towns.[5][16]

Sky Ute Casino is at Ignacio and Ute Mountain Casino is at Towaoc under separate tribal arrangements. The Southern Ute Division of Gaming explains its tribal-code and compact role for Sky Ute. A tribal regulator should not be treated as simply another branch of the state's commercial licensing system.[16][6]

Casino gambling is not generally permitted throughout Denver or any other Colorado city. Check the particular location and authority rather than assuming a statewide legal-casino headline permits a new casino anywhere.

Older guides may still quote Colorado's former $5 or $100 betting limits. Those historical limits do not describe the current casino framework. Licensed commercial casino gaming requires age 21; verify tribal property and game requirements separately.[5][17]

Use the Division of Gaming business licence search for state-regulated businesses. Match the business and licence category, not merely a similar trading name.

Is online gambling legal in Colorado?

Some online gambling is legal in Colorado, including licensed sports betting, authorized horse account wagering and qualifying regulated fantasy contests. Colorado does not have an authorized online casino or real-money online poker market in the framework checked for this guide.[2][4][3][1]

Online casinos are not authorized by a Colorado sportsbook licence. A company can hold permission for sports betting without being allowed to offer internet slots, roulette or other casino games. A foreign licence or a website accepting registration does not establish Colorado approval.[1]

No Colorado-licensed real-money online poker market was verified. Permission for poker at a licensed physical casino, or for a qualifying social game, is different from permission to run a public internet poker business.[1]

Is sports betting legal in Colorado?

Yes, sports betting is legal in Colorado through licensed retail and online operators. The regulated market launched on May 1, 2020. Players must be at least 21. Online wagers require you to be physically in Colorado, outside any areas excluded by the regulator; an account address does not replace the location check.[5][7]

The regulator's licensed sportsbooks and operators page links separate online and retail lists. Use the appropriate list and licence category before relying on a business name.

SB26-131 introduced important internet-sportsbook protections effective August 12, 2026:[18][19]

  • Credit-card deposits are prohibited, including indirect funding through an account funded by a credit card.
  • Six deposits per individual per operator gaming day is the maximum. This is not a six-bet limit or one combined limit across all operators.
  • Soliciting mobile push notifications are prohibited, including text messages within the statutory definition. This is not a ban on every account or security message.

A gaming day is the operator's continuous 24-hour accounting period, which need not match the calendar day. These rules concern internet sportsbooks, not every gambling product.[19]

How old do you have to be to gamble in Colorado?

You must be 21 for Colorado's licensed commercial casino gambling and sports betting. Lottery purchases, regulated fantasy participation and horse wagering generally start at 18 under their respective rules.[17][7][20][12][21]

Tribal property requirements need their own check. Ute Mountain's table-games page specifies 21, but that alone does not establish every age rule at both tribal casinos.[24]

Lottery and horse wagering

Can you buy Colorado Lottery tickets online?

Colorado regulates retailer-courier ticket arrangements, but no launched direct Lottery purchase service was verified in the official material checked for this guide. Current rules contemplate digital products; that is different from an available service.[25][9]

The Lottery FAQ describes retail purchases and says it does not offer online or mail subscriptions. Ticket checking, claims and free bonus drawings should not be mistaken for paid online ticket sales.[8]

Courier arrangements require prior approval for the retailer, a contract and physical ticket purchases at licensed premises. Customers must be in Colorado outside federally recognized Indian-land boundaries.[25][9]

Lottery purchases on credit have been prohibited since May 29, 2026 under SB26-117. An upcoming rules hearing does not postpone that enacted restriction.[22]

Yes, horse betting is legal in Colorado through authorized venues and advance-deposit wagering providers. The Division publishes an authorized account-wagering list; check the licence holder rather than assuming an affiliate is independently licensed.[4]

Arapahoe Park published a June 12 to August 16 live season for 2026 and year-round simulcast wagering information. That does not mean live races are running in October.[21]

Greyhound wagering is prohibited in Colorado, including out-of-state simulcasts, which were prohibited from October 1, 2024. Older pages listing dog wagering as a current option are out of date.[11]

Home poker and charitable gambling

Home poker can be legal in Colorado when it meets the state's social-gambling exception. Play must be incidental to a real social relationship based on something other than gambling, among natural persons, without professional gambling.[1]

An existing group of friends playing occasionally is different from strangers joining a publicly advertised poker club. Calling a game social, private or members-only does not establish the required relationship.

Ordinary player winnings are not the same as a commercial organizer's profit. Direct or indirect professional profit can prevent the exception from applying; simply removing a traditional rake does not resolve every fee or business arrangement.[1]

Bingo, raffles and pull-tabs are legal in Colorado through qualifying licensed charitable organizations. The Secretary of State bingo-raffle portal provides the appropriate rules and licensing routes.[13][23]

A fundraiser does not automatically qualify. Donating proceeds or prizes does not erase the elements of gambling or authorize an ordinary casino business. Check the actual game, eligible organization and licence, rather than treating a charitable purpose as a general exemption.[1]

Fantasy, sweepstakes and prediction markets

Daily fantasy sports are legal in Colorado through its regulated framework for qualifying contests. Larger providers need licensing and qualifying small providers have a registration route. Players must be at least 18.[3][12]

Rules effective March 2, 2026 require contestants to compete against other contestants, not the provider, using combined statistics from at least three athletes or positions. An approved brand name does not make every pick'em format permissible. Check the fantasy contest regulator page and the actual game.[12]

A sweepstakes label or free-entry route does not by itself establish that an online casino is legal in Colorado. General gambling rules and the conditions for lawful promotions still need to be considered.[1][14]

Federal registration or availability does not establish that a sports prediction product holds Colorado sportsbook permission. In April 2026, Colorado's Attorney General joined a CFTC comment arguing for state authority over sports-related event contracts.[15]

That statement is regulatory advocacy, not a Colorado injunction or final judicial decision on every platform. It should not be used to claim either blanket approval or a completed statewide court ban.[15]

How to check a Colorado gambling licence

Match the activity, business and governing authority. A licence for one product does not approve every service carrying the same brand.

Casino or sportsbook

Use the business licence search and the sports operator lists. Check the licence type as well as the business name. Tribal casinos operate under a separate framework.

Fantasy or racing

Check the fantasy portal for provider information and complaints. For online horse wagering, use the authorized ADW list. An affiliate and the licensed provider may be different businesses.

Charity or tribal issue

Use the Secretary of State for charitable bingo and raffles. For a tribal casino, contact its regulator; the Southern Ute Division of Gaming explains its Sky Ute role.

The state's self-exclusion information explains its regulated casino and retail/online sportsbook coverage. Do not assume one enrollment also covers Lottery, fantasy, tribal or offshore products. Removal is not automatic when the selected period ends.[26]

Recent changes and what to check next

The 2026 sportsbook, fantasy and Lottery payment changes are distinct from proposals for future services. The Lottery's October 14, 2026 rules hearing is still upcoming as of this guide's review date. Recheck the official rules page for later adoption and any actual service announcement.[27][22]
