Is Sports Betting Legal in Florida? Laws in 2026

Yes, sports betting is legal in Florida through the Seminole Tribe's authorized sportsbook operation. Hard Rock Bet is the only legal sportsbook operating in the state, and players must be at least 21 and physically in Florida to place mobile wagers. Retail sports betting is also available at Seminole gaming properties.
That permission applies to a particular operation and product. It does not make every betting app, fantasy contest or offshore website legal. This guide explains the online and in-person rules, the college-betting restriction and where to check a site's claims. For other activities, see our Florida gambling laws overview.
Florida sports betting at a glance
Florida has an operating sports betting market, but it does not have the multi-operator sportsbook system found in some other states. The core rules are:
| Question | Current position | What it means |
|---|---|---|
| Online sports betting | Legal through Hard Rock Bet |
Use the authorized Seminole sportsbook operation. |
| In-person sports betting | Available at Seminole properties |
Check the actual location's windows or kiosks. |
| Minimum age | 21 |
Applies to online and retail sports wagers. |
| Mobile location | Physically in Florida |
A Florida address alone is insufficient. |
| Competing sportsbook apps | Not authorized Florida sportsbooks |
A national brand or downloadable app is not Florida permission. |
These rules describe traditional sportsbook wagering. Pari-mutuel horse racing, fantasy contests and event contracts require separate analysis. A permission covering one of those products does not automatically extend to another.
Why is Hard Rock Bet the only legal sportsbook in Florida?
Florida authorized the Seminole arrangement through the 2021 gaming compact and implementing legislation. Section 285.710 ratifies the compact and specifically permits sports wagering conducted under it. It does not establish an open licensing system for national sportsbook brands.
For mobile betting, the statute addresses wagers made by players physically within Florida and treats the activity as conducted at the Tribe's servers on Indian lands. This is the legal structure behind statewide access: a player does not have to stand inside a tribal casino to use the authorized mobile sportsbook.
The compact provides the Tribe's sports betting exclusivity, while the Florida Gaming Control Commission, or FGCC, carries out the state's compact oversight responsibilities. Tribal regulation and state oversight have distinct roles. Describing Hard Rock Bet simply as one entry in a general Florida sportsbook licence register would miss that arrangement.
For the current operational position, the FGCC's September 2026 advisory identifies Hard Rock Bet as the only legal sportsbook operating in Florida. That regulator confirmation is more useful than a site's own claim that it accepts Florida players.
Where can you bet on sports in Florida?
Online and mobile betting
Online sports betting is legal in Florida through Hard Rock Bet for eligible adults physically in the state. The operator requires players to be 21 or older and to have an account in good standing. Check its official Florida information for the current product and eligibility terms.
In-person sportsbooks
The Seminole operator currently lists six sports betting destinations. All have kiosks, while three also provide betting windows. The distinction matters if you want to place a wager with staff rather than at a machine.
| Seminole location | Betting facilities listed |
|---|---|
| Hard Rock Hotel & Casino Hollywood | Windows and kiosks |
| Hard Rock Hotel & Casino Tampa | Windows and kiosks |
| Casino Coconut Creek | Windows and kiosks |
| Classic Casino Hollywood | Kiosks |
| Hotel Casino Immokalee | Kiosks |
| Brighton Bay Hotel & Casino | Kiosks |
Use the official Seminole sportsbook directory before visiting. It identifies the properties and current services; a general casino or cardroom listing does not show that a venue operates a sportsbook.
Who can use legal Florida sports betting?
The legal age for sports betting in Florida is 21, even though some other gambling activities have different minimum ages. Turning 18 does not make a Florida sportsbook wager permissible.
The sports wagering minimum applies to both mobile and in-person betting.
For the Florida mobile operation, your physical location when placing the wager matters.
You must also satisfy the operator's verification, exclusion and account eligibility rules.
The state's mobile authorization is framed around physical presence, rather than requiring a Florida home address. A visitor may therefore be eligible, but visiting Florida is not a guarantee that every person's identification, account or other eligibility requirements will be satisfied.
Conversely, a Florida resident outside the state cannot rely on their home address to place a Florida mobile wager. An existing account does not override location checks. If you travel, consult the destination's rules and the operator's terms for that jurisdiction.
Can you bet on college sports in Florida?
Yes, betting on college sports is permitted through the authorized Florida sportsbook, but collegiate proposition bets are excluded from the compact's sports betting definition. Hard Rock Bet's Florida information identifies college football, basketball and baseball among its offerings.
The compact excludes proposition bets on a collegiate sport or event. That restriction covers collegiate proposition bets generally, not only bets on individual players.
Check the current approved betting menu and applicable rules for a particular market. A college prop advertised by a site elsewhere does not establish that the same wager is authorized in Florida.
Can you use DraftKings or FanDuel Sportsbook in Florida?
DraftKings Sportsbook and FanDuel Sportsbook are not authorized Florida sportsbooks. The state's operating sportsbook market is the Seminole arrangement, currently delivered through Hard Rock Bet.
Be precise about the product when searching for a brand. A company may separately offer a sportsbook, fantasy contests, free games or an event-contract service. Seeing the brand in an app store, an advertisement or an account login does not answer whether its traditional sportsbook can accept a wager placed in Florida.
Products described as fantasy or predictions should be checked under their own rules. They are not additional Florida-licensed sportsbooks.
What did the Florida sports betting court cases decide?
Florida's legal history explains why older search results can give a different impression from the current operating position.
| Development | What it establishes |
|---|---|
| 2021 compact and legislation | The state authorized the Seminole sports betting arrangement. |
| Sports betting returned in 2023 | The current market should not be confused with reports of the earlier interruption. |
| Florida Supreme Court decision, March 2024 | The particular procedural route used to challenge the law was improper. |
| US Supreme Court action, June 2024 | The Court declined to hear the federal petition. |
The statute supplies the 2021 authority; the FGCC's current advisory confirms the operating Hard Rock Bet market following its 2023 return.
In March 2024, the Florida Supreme Court rejected a petition for a writ of quo warranto because that procedure was not the proper vehicle for testing the substantive constitutionality of the enacted law. It did not decide every constitutional argument on its merits.
In June 2024, the US Supreme Court denied the petition for review in West Flagler Associates v. Haaland. A denial of review is not a new merits judgment endorsing every aspect of the arrangement. Neither event should be rewritten as a promise that Florida sports betting rules can never change.
Are fantasy sports and prediction markets covered by the same rules?
Daily fantasy sports
Commercial fantasy contests do not automatically share the Seminole sportsbook's authorization. The FGCC's FAQ cautions that most wagers outside the authorized Seminole arrangement are likely illegal. Its guidance should not be converted into a definitive court ruling about every contest, but it also does not support a blanket claim that all accessible DFS apps are legal.
The operator's contest format and the applicable law matter. A skill-based marketing description, player-statistics selection or peer-to-peer label is not by itself a Florida sportsbook licence. The general statutory prohibition on covered contest wagers must be considered alongside applicable exceptions.
Prediction markets
Prediction markets use event contracts and may operate through federally regulated exchanges. The CFTC describes its derivatives oversight separately from state sportsbook regulation. That federal position is not a Florida licence for another traditional sportsbook.
Identify the exchange, the specific contract and the applicable restrictions before treating an available product as equivalent to Hard Rock Bet. An app accepting registrations is evidence of access, not a complete legal conclusion. Our US gambling laws guide explains why federal, state and tribal authority need to be distinguished.
How to check a Florida sports betting site
- Identify the exact product. Check whether it is a sportsbook, fantasy contest or event contract. Record the legal operator named in its terms, not just the brand on the app.
- Check Florida authority. Read the FGCC's current sports betting advisory and section 285.710. Confirm the operation fits that authority.
- Use the official destination. For Hard Rock, use its official Florida page or Seminole property directory. If a site's identity or permission is doubtful, use the FGCC's reporting route.
An overseas licence does not establish Florida authorization. The FGCC has specifically demanded that overseas bookmakers including BetUS, Bovada and MyBookie cease illegal Florida operations.

Florida sports betting questions
Does an out-of-state sportsbook account work in Florida?
An out-of-state sportsbook account does not authorize sports wagers from Florida. Check the permission for your actual location and product, rather than where you first registered. Our US sports betting guide explains the different state markets.
Does legal online sports betting mean all casino games are legal online?
No. Florida's sports wagering authorization is not a general online casino licence. The statutory list of games and the compact must be applied to the actual product; similar graphics or a shared app do not make every game equivalent.
