Is Gambling Legal in Georgia? GA Gambling Laws in 2026

Gambling is legal in the US state of Georgia only in limited authorized forms, including the state lottery and qualifying charitable bingo and raffles. Licensed amusement machines have their own rules. Georgia does not have an authorized casino or sportsbook market.[1][2][3]

The distinction matters online and in person: a lottery game, cash poker game and shop machine do not share the same permission. This guide explains Georgia gambling laws, ages and official checks. Our US gambling laws guide covers the wider framework.

Are casinos legal in Georgia?

Casino gambling is not legal in Georgia under its current constitutional framework, and the state has no authorized commercial casino market. The permitted state lottery and qualifying charitable games are specific exceptions, not general permission for a casino to open.[1][2]

That also matters when searching for casinos in Atlanta. A business address, casino-themed event or directory listing does not establish authorization to run casino gambling. The same state framework applies in Atlanta as elsewhere in Georgia.

Casinos across a state border, offshore websites and gambling cruises raise different location and jurisdiction questions. Their existence should not be read as Georgia permission. Casino poker also needs to be distinguished from a private card game; neither gets a blanket exemption simply because poker involves skill.[4]

Is online gambling legal in Georgia?

Some online gambling is legal in Georgia through the state lottery's authorized online products. Georgia does not have a licensed online casino or real-money online poker market. Calling every internet game illegal would overlook the Lottery's actual online draw purchases and Diggi Games.[6][1][4]

Online casinos are not authorized in Georgia simply because they accept Georgia players. An offshore licence or a successful deposit does not supply a Georgia casino licence. Lottery permission also does not extend to unrelated internet slots or table-game sites.[1]

No Georgia-licensed real-money online poker market was identified in the official framework checked for this guide. Georgia's gambling offense covers wagering value at cards. A site's willingness to open an account does not resolve that legal question.[4]

Is sports betting legal in Georgia?

Sports betting is not legal through an authorized Georgia sportsbook market. Georgia has not launched licensed retail or mobile sportsbooks. The state's gambling statute covers bets on contests and games; an app accepting a customer does not create an exception.[4]

The House rejected sports-betting resolution HR 450 on March 6, 2026, by 63 votes to 98. Committee progress on related legislation was not a market launch. Proposed eligibility ages and possible future dates should therefore not be presented as existing sportsbook rules.[5]

How old do you have to be to gamble in Georgia?

You must be at least 18 to play Georgia Lottery games. Georgia does not have one gambling age covering every activity: qualifying bingo and raffles have adult-accompaniment provisions for younger participants.[13][14][8]

Do not assume a shop machine has the same player rules as the Lottery or bingo. The machine's legal category and current conditions need their own check; a single advertised age is not evidence that it is authorized.

Georgia Lottery and charitable games

Can you play the Georgia Lottery online?

Yes, the Georgia Lottery offers online draw purchases and Diggi Games through its official service. Use its Play Online page to check current products.[6]

Online players need to be 18 or older, pass age and identity verification, enable the account for online purchases and be physically in Georgia when buying. Ordinary account membership is not enough.[7]

Check the current account requirements, especially if visiting. The Lottery's FAQ and registration page use different residency wording, so do not assume either that every visitor qualifies or that a Georgia address alone permits a purchase from outside the state.[13][7]

Charitable bingo is legal in Georgia for qualifying organizations with the appropriate licence or permit. The Secretary of State has regulated it since the 2021 transfer from the GBI. Its charity bingo guide explains the application routes.[2][15]

HB 455 changed bingo rules from July 1, 2026, including approved locations, sessions and prizes. Older summaries may omit those changes; organizers should use the current authority rather than an old event checklist.[16][17]

Raffles are legal in Georgia for qualifying nonprofits with the required county sheriff's licence. A charitable purpose alone does not authorize every fundraiser or casino-style game. Raffle permission and bingo permission are separate checks.[8][1]

Is home poker legal in Georgia?

Home poker is not automatically legal in Georgia because it is private, played among friends or free of rake. Section 16-12-21 covers betting something of value at cards and other games. It does not provide a general home-game exception.[4]

The relevant question is what people stake and receive, and whether a specific lawful exception applies. A casual atmosphere does not decide that question. Charging fees or taking a share can create additional issues, but removing a fee does not itself authorize cash play.[4][11]

A free social game is a different factual situation from wagering money.

Are gambling machines legal in Georgia?

Georgia permits qualifying licensed coin-operated amusement machines, usually called COAMs. That does not legalize cash-paying slot machines in shops or gas stations. The Georgia Lottery oversees the licensed system, while the GBI investigates commercial gambling concerns.[3][18]

Class B machines have specific redemption rules. A delayed provision of HB 353 took effect on July 1, 2026, changing what players may receive. The current Lottery Act text reflects that change.[9][19]

Class A provisions differ, so these Class B rules should not be applied indiscriminately to every amusement device. Check the machine and location through the official COAM information. A machine being publicly available, or a shop displaying an ordinary business licence, does not establish that its games and payouts comply.[3][9]

Fantasy, sweepstakes and prediction markets

No dedicated Georgia licensing scheme for daily fantasy sports was verified in the sources checked for this guide. In February 2016, Attorney General staff informally advised Lottery counsel that the paid DFS format described in the letter was not authorized under Georgia gambling law.[10]

That historical advice is not a new statute or a court judgment covering every current format. A skill label or an operator accepting Georgia customers does not establish state approval.

A sweepstakes label or free-entry option does not by itself establish that an online casino is legal in Georgia. The statutory lottery definition and promotion exceptions require more than checking whether a free route exists.[20][11]

A prediction platform's availability does not establish that its sports contracts are lawful under Georgia law. The private case Georgia Gambling Recovery LLC v Kalshi illustrates the separate legal dispute.[12]

An order signed February 2, 2026 denied a request to send that case back to state court. It addressed the court forum, not a final ruling approving the contracts. It was not a Georgia Attorney General enforcement case. That procedural order should not be presented as a statewide legality verdict.[12]

How to check Georgia gambling permission

Start with the activity and the authority responsible for it. There is no single licence that makes every product offered by a business lawful.

Lottery products

Use the official retailer finder for physical sales, or the Lottery's online service. Match the product and check account eligibility before treating membership as permission to buy.

Amusement machines

Start with the Lottery's COAM licensing information and linked portal. Check the location, machine category and permitted redemption. A general business licence or a machine's skill label is not the same approval.

Bingo or raffle

For bingo, use the Secretary of State's charity bingo contact. For raffles, contact your county sheriff. Floyd County's application page is one local example, not a statewide register.

Suspected illegal commercial-machine gambling can be reported through the GBI Commercial Gambling Unit, which lists 855-515-0004. For support and Lottery safeguards, use Georgia Lottery responsible-play resources. Lottery exclusion should not be assumed to block unrelated apps.[18][21]

Recent changes and what to check next

The July 2026 COAM and bingo changes are enacted rules. Sports-betting proposals and prediction-market litigation have different legal stages. Check later legislation, court orders and current official account or licence conditions before relying on an older summary.[9][16][5][12]
