Is Gambling Legal in Indiana? Gambling Laws in 2026
Yes, gambling is legal in Indiana through licensed casinos, retail and online sports betting, horse wagering, paid fantasy contests, the Hoosier Lottery and qualifying charitable games. Each has its own permission and age rules.[1][2][3][4][5]
Indiana gambling laws do not make every website using a casino name legal. This guide explains the permitted channels, online restrictions and current changes. Our US gambling laws guide explains the national framework.
What gambling is legal in Indiana?
Check the game and operator together. A website accepting your registration does not establish an Indiana licence.

Are casinos legal in Indiana?
Yes, casinos are legal in Indiana at authorized venues. Commercial casinos and racinos, which combine racing facilities with casino gaming, operate under state regulation. The Indiana Gaming Commission, or IGC, publishes casino licensee records. Older riverboat terminology does not mean all current casinos must float.[6][1]
Four Winds South Bend is a separate tribal operation. The Bureau of Indian Affairs records the Pokagon Band's Indiana gaming compact as deemed approved in 2021. The property currently offers slots, table games and live poker. That does not give every business with tribal ownership the same authority.[7][8]
Venue permission also differs from online permission. An advertisement using a licensed casino's name may lead to an unrelated website. In their March 2025 warning, Indiana's Attorney General and IGC highlighted a site misleading customers about its connection to licensed casinos. Check the exact website through official records.[11]
Is sports betting legal in Indiana?
Yes, sports betting is legal in Indiana through licensed retail and online operators. You must be at least 21. Online bets must be placed while physically inside Indiana, with the sportsbook checking your location.[9][20][10][21]
The IGC vendor roster lists legal entities, mobile platforms, website addresses and launch authorizations. Its separate certificate-holder list identifies retail locations. A certificate does not necessarily mean a retail sportsbook operates at that property.[9][20]
The IGC says online registration and initial deposits do not require an in-person visit. That does not remove identity checks or let you place a bet from another state. Check current operator rules for permitted events and account eligibility; age alone is not the entire test.[10]

Is online gambling legal in Indiana?
Some online gambling is legal in Indiana, including licensed sports betting and licensed horse account wagering. Paid fantasy contests also have a licensed framework. The official sources checked do not identify a state-licensed conventional online casino or online poker market.[9][2][3][11]

The 2026 sweepstakes provision excludes certain peer-to-peer skill-based poker games from its definition. That exception does not itself legalize every online poker site or create a general licensing system.[12]
Compare states allowing legal online gambling and casinos and US online poker laws. Avoid treating the broad phrase "online gambling" as a single permission covering all games.
How old do you have to be to gamble in Indiana?
The Indiana gambling age is generally 21 for casino games and sports betting, and 18 for Lottery play, horse wagering, licensed paid fantasy and charitable-game participation. Check the specific activity rather than the building's entrance policy.[22][21][23][16][24][4][5]

You can therefore gamble at 18 in Indiana through some authorized activities, but not ordinary casino or sportsbook play. An operator can also impose additional eligibility requirements.
Lottery and horse wagering
Can you buy Indiana Lottery tickets through the app?
The Hoosier Lottery app can prepare a digital playslip, but the described purchase finishes at a retailer or selected vending machine. Scanning tickets, checking results and entering second-chance promotions are different functions. Follow the official app instructions and retailer finder. An app account alone does not show where a ticket is purchased.[14]
Is online horse betting legal in Indiana?
Yes, licensed online horse wagering is legal in Indiana through approved account-wagering providers. The Horse Racing Commission's 2026 approval letters cover specified websites and apps. An unlicensed secondary pari-mutuel organization cannot accept wagers from people physically in Indiana.[3][15]
Use the Indiana Horse Racing Commission to check current permissions. Horse betting and casino games at a racetrack remain different activities, including for age purposes. An old operator list or racing calendar is not proof that every listed service is operating today.[24]
Home poker, gambling devices and charitable games
Is home poker legal in Indiana?
Indiana does not provide a blanket home-poker exemption just because friends play privately or nobody takes a rake. Its gambling definition includes outcomes involving chance, and card games are excluded from the general skill-contest exception. Those rules need to be read alongside specific authorized activities, rather than assuming a private home makes money games lawful.[17][25]
Are charitable bingo, raffles and casino nights legal?
Qualifying charitable games are legal in Indiana when the organization, activity and required approval fit the rules. The IGC's guide covers bingo, raffles, casino game nights and pull-tabs. An eligible organization may need a licence or approved exempt-activity status and the appropriate game endorsements.[5]
Electronic charitable pull-tabs began operating in 2026 under specific conditions for eligible veteran and fraternal organizations. That does not authorize ordinary bars to install cash-paying slot machines, or turn a fundraising website into an online casino.[1][5]
Before participating or organizing, check:
- The sponsoring organization in the IGC charity register.
- The approved activity, relevant dates and game endorsements.
- Whether the specific device or event meets the charity gaming requirements.
A nonprofit name, private club membership or a promise to donate proceeds is not a substitute for those checks.[5][26]
Fantasy, sweepstakes and prediction markets
Are daily fantasy sports legal in Indiana?
Yes, paid fantasy sports are legal in Indiana through the licensed framework. The IGC fantasy operator roster identifies operators and licence types, including permanent and temporary statuses. Participants must be at least 18.[2][16]
Check the particular contest as well as the brand. A fantasy licence is not automatic approval for every pick'em format, casino game or sports-contract product that the same business might offer.
Are sweepstakes casinos legal in Indiana?
Indiana restricts the online sweepstakes model defined by its July 1, 2026 provision. The definition covers internet-accessed games using dual or multiple currencies exchangeable for cash, cash equivalents or chances to win them, and simulating listed lottery or casino-style games.[18][12]
It expressly excludes state Lottery offerings and peer-to-peer skill-based poker games. This limited exclusion is not a general licence for online poker, and the restriction should not be rewritten as a ban on every free promotion or social game.[12]
For knowingly conducting a covered game in Indiana or directly with someone located there, the provision authorizes a $100,000 civil penalty. It does not say every player automatically owes that amount. Check the actual product, rather than assuming a free-entry option or "sweepstakes" label establishes permission.[12]

Are prediction markets legal in Indiana?
An Indiana sportsbook licence does not establish approval for a separate prediction-market product. Sports event contracts involve disputed state and federal authority. Indiana joined a July 2026 multistate objection to proposed federal regulation, but that announcement is a rulemaking position, not an Indiana court judgment.[9][19]
This guide does not establish a settled Indiana court outcome for those contracts. Neither a platform accepting Indiana customers nor a ruling from another state should be treated as an Indiana gambling licence.
How to check an Indiana gambling licence
Use the register for the actual activity. Match the legal entity, website or venue and current permission.
For a sports-betting complaint, contact the operator first. The IGC sports FAQ explains escalation if it remains unresolved. Report suspected unlawful gambling through the official IGC reporting route.[10]
The Internet Self-Restriction Program covers mobile sports wagering. Check its scope before assuming enrollment also covers racing accounts, fantasy contests or every casino activity.[27]
