Is Gambling Legal in Missouri? MO Gambling Laws in 2026
Yes, gambling is legal in Missouri through licensed casinos, retail and mobile sports betting, lottery ticket sales, licensed fantasy contests and qualifying charitable games. Missouri gambling laws do not authorize every website, cash game or machine that accepts players.[1][2][3]

Are casinos legal in Missouri?
Yes, casinos are legal in Missouri at licensed facilities. The Missouri Gaming Commission, or MGC, publishes an approved casino operator list. Use that list to check the specific property, rather than relying on a directory that mixes Missouri casinos with neighboring states or proposed developments.[4]
Missouri's riverboat casino laws do not mean a casino must cruise along a river. The constitutional framework includes qualifying floating facilities and artificial spaces within the specified distance of the Missouri or Mississippi River channel. It also does not permit an ordinary casino to open anywhere in the state.[15]
Tribal development needs a separate check. The Osage Nation's Lake Ozark announcement describes infrastructure agreements and continued land-into-trust work. It is evidence of a project, not confirmation that a Missouri tribal casino has opened.[16]
Casino slots, table games and casino poker require age 21. Limited gaming-floor access for certain employees from age 18 is not permission to gamble.[5]
Is online gambling legal in Missouri?
Some online gambling is legal in Missouri, including licensed mobile sports betting and qualifying fantasy contests. Online casinos are not legal. The product matters: sports betting permission does not extend to internet slots, roulette or other casino games.[7][8][6]
Online casinos are illegal in Missouri, according to the MGC's published warning. Its April 2025 notice describes fraudulent websites that imitate genuine Missouri casinos. A recognizable property name, working app or successful account registration is not proof of Missouri authorization.[6]
No Missouri-licensed real-money online poker market was identified in the official sources checked for this guide. The casino statute requires a person placing a casino wager to be present at the licensed facility. Permission to play poker there should not be treated as permission for a separate internet poker site.[5][1]

Is sports betting legal in Missouri?
Yes, sports betting is legal in Missouri through licensed retail and mobile operators. The regulated market launched on December 1, 2025. It is an operating market, rather than legislation still waiting for a launch date.[7][17]
Players must be at least 21 to create a sports wagering account or place a bet. Mobile bettors must be physically in Missouri; having a Missouri address does not replace that location requirement.[7]
The MGC provides separate mobile licensee and retail licensee reports. Check the relevant product before using a service. Youth and high-school sports are excluded from the constitutional sports-wagering definition.[18]

How old do you have to be to gamble in Missouri?
You must be 21 to gamble at Missouri casinos or use licensed sportsbooks. Lottery purchases and most licensed fantasy contests start at 18, while licensed bingo allows play from 16. The gambling age in Missouri depends on the activity.[5][7][19][20][11]

There is no lawful Missouri online-casino age threshold to use as a substitute for casino authorization. Being old enough does not make an unlicensed product legal.
Lottery and horse racing
Can you buy Missouri Lottery tickets online?
The Missouri Lottery's current FAQ says tickets cannot be purchased online or by subscription; buyers must use licensed Missouri retailers. Rewards accounts and mobile ticket tools are different from online ticket sales.[2]
Digital lottery rules published in September 2026 are proposals. The October 1 Missouri Register lists the relevant Chapter 96 provisions without an order entry. This is not evidence that an online service has launched, and the current retail-only position should not be described as a permanent legal ban.[21][22]
Is horse betting legal in Missouri?
Missouri's constitution permits an on-track pari-mutuel horse-wagering framework, including local approval before a track is licensed. That authority does not establish an operating venue. No current licensed Missouri horse-wagering venue was identified in the official material checked for this guide.[13][23]
It also does not validate a particular online horse-betting service. Check current permission with the regulator rather than assuming a racing website is authorized because it accepts an account.
Home poker, bingo and raffles
Is home poker legal in Missouri?
Home poker is not automatically legal in Missouri simply because it is private, played among friends or free of rake. The gambling definitions distinguish a social player from a promoter, but that distinction does not remove the separate gambling offense.[24][3]
For example, assisting a social game without charging a fee may affect whether someone is treated as a promoter. It is not a general statutory permission for every cash game. A particular game's legal basis needs its own assessment, including any applicable authorization.
Are bingo and raffles legal in Missouri?
Bingo is legal in Missouri through qualifying licensed organizations. The rules also cover associated pull-tabs. Use the MGC bingo finder to locate official game information and confirm dates directly with the venue.[10][25]
Raffles are permitted in Missouri under a specific constitutional provision for federally recognized charitable or religious organizations. That is different from assuming any individual, business or fundraiser can run any game for money.[12]
Bingo licensing and charitable raffle authority are separate checks. A charitable purpose does not automatically authorize a casino-style fundraiser, and the raffle provision should not be used as a licence for a commercial online casino.
Fantasy, sweepstakes and prediction markets
Are daily fantasy sports legal in Missouri?
Yes, daily fantasy sports are legal in Missouri through licensed operators and qualifying contests. The MGC fantasy operator list is the appropriate check. Age, participant-protection and contest-format rules apply; youth and high-school outcomes are excluded.[8][20][9]
A company's fantasy licence does not authorize every product carrying its name. Check a sportsbook or prediction-contract product separately rather than treating a fantasy listing as approval.
Are sweepstakes casinos legal in Missouri?
A sweepstakes label does not establish that a commercial casino website is legal in Missouri. The MGC says online casinos are illegal. The constitution's limited permission for charitable raffles and sweepstakes is not a commercial online-casino licensing route.[6][12]

Are sports prediction markets legal in Missouri?
Missouri's Attorney General has demanded that unlicensed sports prediction-market services stop offering sports-event wagering. The September 18, 2026 announcement names six businesses and describes the AG's position that they need MGC licensing.[14][26]
Those are cease-and-desist demands and threatened enforcement. The announcement does not establish a final court injunction, prove each service complied or resolve the wider dispute over federal and state authority.
Are slot machines legal outside casinos?
A slot-style machine in a Missouri shop or gas station should not be assumed legal just because it is available to play. Casino permission attaches to licensed facilities and authorized gambling, not to every business displaying a machine.[4][15][3]
In an April 8, 2026 announcement, the Attorney General said Torch Electronics had agreed to suspend Missouri operations from April 10 while an investigation and discussions about a permanent resolution continued.[27]
That announcement describes an agreement. It is not a final conviction or a judicial ruling that every disputed machine has the same legal status. Check the actual device and current official action rather than relying on a seller's description such as skill game or amusement game.
How to check a Missouri gambling licence
Start with the product you intend to use. Finding the same company in a different regulated category does not finish the check.
For gambling support, Bets Off lists 1-888-238-7633. MGC's exclusion information explains separate casino and sports programs; one enrollment should not be assumed to cover every gambling product.[28][29]
Recent changes and what to check next
- Lottery: follow the proposed digital-sales rules and any official launch announcement separately.[21]
- Prediction contracts and machines: check for later enforcement or court developments; an earlier agency announcement is not a final case outcome.[14][27]
- Operators: use current official records when checking a service, including its product category.[1]
