GAMBLING LAW GUIDES / RHODE ISLAND

Is Gambling Legal in Rhode Island? RI Gambling Laws in 2026

Yes, gambling is legal in Rhode Island through regulated casinos, online casino games, retail and mobile sports betting, Lottery products and authorized charitable games.[1][2][3]

RI gambling laws distinguish the product and channel. Physical casino games and sports betting generally start at 18, while online casino play requires 21. A casino account also does not establish access to a live online poker room.[4][1][5]

Use the product-specific rules rather than a general gambling label.

Are casinos legal in Rhode Island?

Yes, casinos are legal in Rhode Island under the state's Lottery framework. The Lottery identifies Bally's Lincoln and Tiverton as its physical casino facilities.[1][2]

Physical casino games

Current Lottery rules permit approved video lottery and table games from age 18. Individual games remain subject to authorization.[1]

Property-specific facilities

Lincoln currently advertises poker, a sportsbook and a racebook. Check the property's menu rather than assuming identical facilities elsewhere.[9]

The Lottery's current FAQ identifies its official gaming channels.[2]

Is online gambling legal in Rhode Island?

Yes, online gambling is legal in Rhode Island through authorized channels, including online casino gaming, mobile sports betting and iLottery. Their age and account rules differ.[1][2]

Online casino

Players must be 21, have a verified account and be physically in Rhode Island to wager. Current Bally Bet Casino offers live roulette, blackjack and baccarat.[15][1][5]

Mobile sports

Players must be 18 and physically in Rhode Island when betting. Online registration is available with identity and eligibility checks.[16][1]

iLottery

Players must be 18 with a verified account. Physical-location rules cover purchases and online deposits or withdrawals.[2][7]

Casino rules permit certain out-of-state account functions, including deposits, withdrawals and settings. They do not permit ordinary casino wagering from outside Rhode Island. Conditional reciprocal authority is not proof of a live interstate service.[1][17]

See our US online casino guide for the wider state comparison.

Is online poker legal in Rhode Island?

Rhode Island's casino definition includes poker, but that does not establish an operating player-to-player online poker room. The reviewed current online casino menu confirms casino games, not a verified peer-poker network.[4][5]

Online table-game rules also require live persons. These provisions should not be converted into either a confirmed online poker launch or a categorical ban on every form of online poker.[4][1]

Physical poker is separately available at Lincoln. Conditional out-of-state gaming authority does not prove an interstate poker agreement is operating.[9][17] Our online poker laws guide explains the national framework.

Is sports betting legal in Rhode Island?

Yes, sports betting is legal in Rhode Island through retail sportsbooks and the authorized mobile channel. The Lottery links to Sportsbook Rhode Island, and Lincoln confirms its operating sportsbook.[2][6]

Players must be 18 and physically in Rhode Island when placing online wagers. Accounts can be registered online, subject to identity, age and excluded-person checks. Unresolved verification prevents wagering.[16][1][18]

College betting has an important exception. Rhode Island college teams and college events held in the state are generally excluded, but a tournament involving at least four teams can qualify. Individual-performance wagers remain excluded for the covered local or Rhode Island-team events within that tournament. High-school events are excluded.[4][18]

Check current house rules for the particular market. A casino or fantasy product sharing a brand name does not establish sportsbook permission. Our US sports-betting guide provides the wider context.

How old do you have to be to gamble in Rhode Island?

Rhode Island's gambling age depends on the product.

Activity Minimum age and qualification
Physical casino VLTs/table games
18 under current Lottery rules.[1]
Retail and mobile sports
18, with account and exclusion checks.[1][18]
Online casino iGaming
Lottery purchases/iLottery
18; a statutory ticket-gift exception is separate.[19][7]
Charitable gaming
18 to participate; minor workers are not minor players.[3][20]

Do not apply the casino age to every racing arrangement. Check specific racing eligibility with the Department of Business Regulation (DBR). Likewise, the Lottery ticket-gift exception does not permit an underage online account.[8][19][1]

Can you buy Rhode Island Lottery tickets online?

Yes, you can play Rhode Island Lottery games online through its live iLottery service. It includes eInstants and selected draw games, including Powerball, Mega Millions and Keno.[2]

You must be 18, hold a verified VIP Plus account and be physically in Rhode Island when purchasing. Rhode Island residency is not required.[2][7]

Online deposits and withdrawals also require Rhode Island location. The terms direct players who need to withdraw from outside the state to Player Support. This differs from the casino account rules permitting certain out-of-state account functions.[1][7]

An adult can purchase a Lottery ticket as a gift for someone under 18. Registered ticketless play is different: it must be placed by the identified account player, not for another person. The gift exception does not authorize a minor's iLottery account.[19][1]

Use the official Lottery FAQ and current terms for the applicable account checks.[2][7]

Is horse betting legal in Rhode Island?

Horse wagering is available through regulated simulcast channels in Rhode Island. DBR identifies simulcast operations at Lincoln and Tiverton, and Lincoln currently advertises a racebook.[8][9]

That does not establish permission for every online horse-betting service. A general remote account-wagering authorization and current universal racing age were not verified for this guide.

Ask DBR Gaming and Athletics about the specific provider, account arrangement and eligibility before relying on an app's availability.[8]

Are home poker games legal in Rhode Island?

A private home or a no-rake arrangement does not, by itself, make a poker game legal in Rhode Island. Current criminal provisions cover specified gambling conduct and gambling premises, including private settings.[10][11]

H7197 proposed exceptions for social games and office pools in 2026. Its proposed wording should not be treated as an operative exemption. No enacted version was verified in this review.[21]

Do not assume that friendship, small stakes or charitable intentions supply permission. The rules for an approved charitable event are separate.[10][3]

Charitable bingo, raffles and casino nights

Rhode Island permits specified charitable bingo, raffles and bazaars with the required approvals. Eligible organizations must follow member-management and charitable-proceeds rules; a nonprofit purpose alone is insufficient.[3]

Bingo applications

Apply through the State Police Charitable Gaming Unit. Participants must be 18; limited exceptions allowing minor workers to be present do not permit them to play.[3][20]

Raffle applications

Start with local police in most municipalities. Providence applicants first use City Hall's licensing department. State Police supplies the relevant forms and requirements.[3]

Las Vegas nights and Las Vegas-type activities were removed from the charitable framework in 1993. Do not assume an ordinary fundraiser approval covers a casino or poker night, or every online ticket-selling method.[3]

Check the proposed event with the Charitable Gaming Unit, on 401-764-5568.[3]

Are daily fantasy sports legal in Rhode Island?

Rhode Island's Attorney General found the daily fantasy contests reviewed in February 2016 lawful under the state's dominant-factor test. That is a dated executive legal assessment, not a court judgment approving every modern fantasy format.[12]

The finding does not automatically settle the status of a particular pick'em contest or every DraftKings, FanDuel, PrizePicks or Underdog product. Assess the actual format and payment rules, rather than treating a brand's availability as permission.[12]

Are sweepstakes casinos legal in Rhode Island?

A sweepstakes label does not establish that a casino is legal in Rhode Island. The state's filing requirement for covered retail promotional chance contests with prizes above $500 is separate from permission to offer paid casino gambling.[22][10][4]

Do not confuse that promotional filing with approval of a dual-currency online casino. Our sweepstakes casino legality guide explains why an ordinary promotion and a casino-style product need different analysis.

Are prediction markets legal in Rhode Island?

The legal status of sports-related prediction markets in Rhode Island is disputed between state and federal authorities.[13][14]

On May 21, 2026, the Attorney General announced a suit against Kalshi and Polymarket alleging violations of state gambling requirements. The state sought declarations, an injunction, restitution and disgorgement; those requests are not proof the relief was granted.[13]

On May 28, the CFTC moved to intervene and argued that federal commodities law preempts the state's regulation of the covered contracts. Its filing is an opposing legal position, not a final court ruling.[14][23]

A later definitive disposition was not verified for this guide. Neither a working app nor these filings alone establishes the final legal outcome.

How to check Rhode Island gambling permission

Start with the authority responsible for the particular product.

Casino and account rules

Read the current Lottery rules for the relevant physical, sports or iGaming channel.[1]

Lottery and sports routes

The official FAQ links current products and explains account eligibility.[2]

Racing permission

Contact DBR Gaming and Athletics about the specific racing provider or arrangement.[8]

Charitable events

Use the State Police unit to confirm applications, approvals and event conditions.[3]

Help and exclusion

The Lottery support page provides limits and exclusion information, plus 24-hour help at 1-877-942-6253.[24]

Check each exclusion program's coverage rather than assuming it closes every gambling account. For broader context, see our US gambling-laws overview.[24]
