Is Gambling Legal in Washington DC? Gambling Laws in 2026
Yes, gambling is legal in Washington DC through authorized sports betting, Lottery products, licensed charitable games, skill machines and commercial bingo. Each channel has separate rules.[1][2][3][4][5]
Washington DC gambling laws do not authorize a general online casino market. Pending casino and card-gaming proposals, nearby Maryland casinos and an accessible betting website are different from permission to operate in the District.[1][6][7]

Are casinos and poker legal in Washington DC?
Washington DC does not currently have a general regulated commercial casino or online poker market. Licensed charitable Monte Carlo events, skill machines and commercial bingo have separate permissions.[1][3][4][5]
Two bills should not be confused with current law:
- B26-0656, the Internet Gaming and Consumer Protection Act of 2026, proposes regulated internet casino gaming, including poker, and restrictions on unlicensed sweepstakes gaming. Its proposed account age is 21.[6][13]
- B26-0379 proposes physical poker and blackjack at approved establishments. It excludes online gaming.[7]
Both remained Under Council Review on October 4, 2026. Neither creates present casino permission.[6][7]
A casino across the Maryland or Virginia border is not a DC casino. Likewise, a licensed charity poker event does not establish permission for a permanent commercial cash-poker room.[1][5][14]
Is sports betting legal in Washington DC?
Yes, mobile and retail sports betting are legal in Washington DC through authorized operators and locations. The statutory age floor is 18, but some operators require 21.[2][8][15]
Being physically inside DC is necessary for District mobile wagering, but it does not guarantee access everywhere. Federal enclaves and the two-block Class A exclusivity zones affect where a particular app works. Use the OLG location guidance and restriction-map link; a DC home address is not a substitute for an approved current location.[8]
Wagering is prohibited on college events held in DC and events involving a DC college team wherever played. That is not a ban on all college betting.[8]
GambetDC was replaced by FanDuel's mobile channel in April 2024. August 2026 reporting records activity for Caesars, BetMGM, FanDuel, Sports & Social, DraftKings and Fanatics. Those are dated examples, not a complete October operator list. Mobile activity does not prove a brand's former retail venue remains open.[16][17][18]

Is online gambling legal in Washington DC?
Some online gambling is legal in Washington DC: authorized mobile sports wagering and official iLottery play are operating channels. They do not establish permission for general online casinos or online poker.[2][9][6]
A sportsbook brand may offer different products elsewhere. Its DC sports permission does not automatically cover its casino or fantasy product. Offshore accessibility is also not a DC license.[1][2][12]

No current general casino age should be inferred from a proposed bill. B26-0656's 21-year account requirement belongs to its proposed internet-gaming framework.[6][13]
Under-18s must be accompanied by an adult to attend bingo, raffle or Monte Carlo premises. That attendance exception does not let them gamble.[15]
Can you buy DC Lottery tickets online?
Yes. Official DC iLottery offers online draw games and eInstant play. Players must be 18 or older, complete identity verification and have an eligible funded account.[9][19]
You must be physically in permitted DC territory to play. Restricted areas include federal enclaves and areas described in the Lottery's Shipstead-Luce guidance, including the monumental core and portions of the Potomac waterfront and Rock Creek Park. Check the official iLottery location FAQ.[9]
Account access is different: the current FAQ permits login, deposits and withdrawals from elsewhere. That does not remove the location requirement for playing.[9][19]
The minor-prize payment provision is not permission for a minor to buy or play Lottery games, or a general adult-ticket-gift exception.[15]
Race 2 Riches is a computer-animated Lottery game. It is not actual pari-mutuel horse wagering. Use the current game catalog rather than old game names in historical guidance.[10]
Are skill machines legal in Washington DC?
Yes, specifically licensed skill machines are legal in Washington DC. This is a regulated cash-prize channel, not unrestricted permission for casino slots.[3]
Machines must be registered and display their registration stickers. The retailer's license and age warning must be visible, and machines must occupy approved locations. No more than five machines may be at a licensed establishment.[3]
Since October 1, 2025, ABCA handles skill-machine retailer licensing. OLG retains manufacturer and distributor licensing. Check both the relevant business approval and the individual machine's registration.[3][20]
Players must be 18. A premises' admission rules may impose additional limits. The official oversight page explains the agencies' different roles.[3][20]
Is commercial bingo legal in Washington DC?
Yes. Eligible on-premises alcohol retailers can offer commercial bingo with both an OLG commercial bingo license and an ABCA endorsement. This framework has been in effect since October 1, 2025.[11][4]
The person drawing and announcing the numbers must be physically at the same location as participants competing in a common game. The definition excludes internet bingo and specified gambling devices; permitted electronic card representations are different.[4]
OLG reported no applications or active establishments in its early-2026 oversight response. That historical statement does not establish how many venues operate today. Check both approvals through ABCA's commercial bingo guidance before treating a venue as licensed.[11][18]
Charitable bingo, raffles and casino nights
Charitable games require the applicable OLG license. Nonprofit status alone is insufficient. Ordinary applicants have incorporation, membership and organizational conditions; separate routes exist for senior groups, citizen-service programs and qualifying Maryland/Virginia raffle organizations.[5][14]
Monte Carlo nights use imitation money rather than ordinary cash wagers. Donations cannot directly determine the amount of imitation money supplied, prizes are regulated, and an organization cannot hold more than two such events in a calendar year. The Texas Holdem application is part of this limited charitable route, not a commercial poker-room license.[5][14]
Submit the application at least 30 days before the event. Use the charitable games application guidance, or contact [email protected] or 202-645-8071. Approved suppliers and event-specific conditions also matter.[14]
Under-18 attendance requires an accompanying adult, while underage wagering remains prohibited. These are selected conditions, not a complete organizer checklist; confirm the rules for the particular organization and game.[15][5]
Are home poker games legal in Washington DC?
A home poker game is not automatically legal in Washington DC because it is private or has no rake. The criminal chapter contains broad gaming-table, premises and betting restrictions; it does not establish a general home-game exemption.[1]
Do not assume friendship, invitations or keeping all money among players supplies permission. Licensed charitable poker and the pending commercial card-gaming proposal have different legal bases.[5][7]
Is horse betting legal in Washington DC?
This guide does not identify a DC-approved remote horse-wagering channel. An app accepting an account is not proof that its particular service is authorized for a DC customer.[1]
The criminal chapter restricts racing bookmaking and pool activity, among other betting conduct. That provision alone does not answer every remote pari-mutuel account-wagering question. Confirm the product's authority with OLG before relying on an operator's availability.[1][8]
Race 2 Riches is animated Lottery entertainment, not pari-mutuel betting on actual horses.[10]
Are daily fantasy sports legal in Washington DC?
Washington DC excludes a qualifying fantasy format from its sports-wagering definition. This is not blanket approval of every paid fantasy or pick'em product.[12]
The statutory conditions include:
- At least two natural-person participants, excluding the operator.
- Participants own, manage or coach imaginary teams.
- Prizes are established and disclosed in advance.
- Outcomes reflect relative skill and statistics generated by actual individuals.
- No outcome rests solely on one athlete's performance, or the score, spread or performance of a single real team or combination of real teams.[12]
Check the exact contest, not just a brand such as PrizePicks, Underdog, FanDuel or DraftKings. Neither brand availability nor this definition establishes an OLG approval for every format.[12]
Are sweepstakes casinos legal in Washington DC?
Sweepstakes casinos are not automatically lawful in DC because they advertise free play. The payment, prize and redemption arrangement matters.[1][18]
OLG's early-2026 oversight response applies prize, chance and consideration, emphasizing meaningful free entry. Investigations and later agency concerns about unlicensed sites are not final court findings against every product.[18][21]

Are prediction markets legal in Washington DC?
A prediction platform's federal regulatory status is not a DC sportsbook license. The CFTC's March 2026 advisory addresses federal event-contract obligations, without deciding every local-law dispute.[22]
The often-cited October 2024 D.C. Circuit decision denied a stay involving election Congressional Control Contracts. It was not general approval of sports contracts or a District gambling permit.[23]
DC's wager definition excludes activities governed by securities law. That does not establish that every event contract qualifies. This guide does not resolve every platform's current contract-specific legal position.[12]
