Is Gambling Legal in Washington? WA Gambling Laws in 2026

Yes, gambling is legal in Washington state through specifically authorized activities, including tribal casinos, licensed cardrooms, tribal sports betting, horse wagering, the Lottery and qualifying charitable games. Permission depends on the game, venue and channel.[1][2][3][4][5][6]

This guide covers Washington state, not Washington, DC. Washington gambling laws distinguish casino-premises sports apps from approved remote horse accounts, and private games from licensed cardrooms. Our US gambling laws guide covers the national framework.

Check the actual activity and authorization. Website access, a familiar brand or a charitable purpose does not supply gambling permission.[1][7]

Casinos and licensed cardrooms

Casinos are legal in Washington through the tribal gaming framework. Nontribal cardrooms have separate licensed permissions. Calling a business a casino does not establish which games it can offer.[2][3][24]

Tribal casino

State and tribal agencies co-regulate Class III gaming through individual compacts. Class II has a separate framework. Use the tribal casino directory and the relevant compact; listed properties do not necessarily offer identical games.[3][8][24]

Licensed nontribal business

Eligible food or drink businesses can obtain permission for social card games, punchboards and pull-tabs. Statutory social card games include regulated house-banked and player-funded formats. This is not a general commercial slot-casino licence, and local prohibitions can apply.[2][25][9]

Is sports betting legal in Washington?

Yes, sports betting is legal at Washington tribal casinos with the appropriate compact authority. Mobile wagering is restricted to tribal gaming premises, rather than available statewide from home.[4][10]

At a tribal gaming facility

The internet exception requires the customer to be physically on the premises of a tribe's gaming facility. Snoqualmie, for example, offers a sportsbook window, kiosks and an app restricted to its property boundaries. Check the particular casino's rules and age requirement.[10][26]

Away from casino premises

The tribal sports exception does not authorize sportsbook app wagers from home elsewhere in Washington. Approved remote horse-wagering accounts have a different statutory route. A phone's ability to display odds is not permission to place a bet.[11][10][5]

What changed for Washington college bets in 2026?

SB6137 took effect on June 11, 2026, removing the blanket statutory exclusion of Washington college events. Specific restrictions remain for named participants' performance, covered coaching and officiating decisions, and minor-league sports. The current law supersedes the older WSGC FAQ's blanket college wording.[27][19][28]

A law change does not prove every casino offers those wagers. The September 17 Spokane/Chehalis compact announcement was tentative, with an October 15 Commission vote and further signature/federal steps ahead. Consult the sports-menu portal and the casino's actual offered wagers.[29][30]

Is online gambling legal in Washington?

Online casino and poker gambling for money or value is not authorized in Washington. Some electronic wagering has express permission, including approved horse accounts and tribal sports bets placed on gaming premises. A blanket statement that every internet wager is illegal misses those exceptions.[11][7][10][5]

An offshore licence does not create Washington permission. Nor does a virtual casino necessarily escape gambling rules because its chips cannot be cashed out: Washington's definition of value includes entertainment or continued play without charge. WSGC's virtual-casino guidance explains its interpretation; this is not a claim that every free social game is prohibited.[31][22]

How old do you have to be to gamble in Washington?

You can gamble at 18 in Washington for some activities, but ages vary by channel and venue. Horse advance-deposit accounts require 21, and tribal venues can impose their own higher requirements.[32][5][33]

For licensed bingo, the rule permits accompaniment by an adult spouse, parent, grandparent or court-appointed guardian. Separate fair, school-carnival and amusement exceptions apply. Supervised youth raffle-ticket selling is not general permission for minors to buy tickets.[35]

Lottery tickets and horse wagering

Can you buy Washington Lottery tickets online?

Washington Lottery tickets are sold in person through authorized retailers, not online. Use the official retailer finder. My Lottery 360 entries and rewards are different from paid ticket purchases. State Lottery games and tribal electronic lottery systems also have different authorization.[6][36][37][8]

Yes, Washington permits advance-deposit horse wagering through approved arrangements, including electronic and telephone channels. Accounts require age 21. Check the Washington Horse Racing Commission's wagering locations and ADW providers before opening an account.[5][12]

Retail pari-mutuel tickets have a separate age-18 rule. A listed venue is not proof of racing on a particular day, and approval does not extend to every unrelated horse-betting website. Washington separately prohibits wagering on live or simulcast greyhound racing.[33][38]

Home poker, office pools and charity

A private poker game is not automatically legal because it is at home or takes no rake. Washington distinguishes an equal-terms player receiving personal winnings from bookmaking, unauthorized fees and other gambling involvement. Unpaid hosting alone is treated differently, but the player definition is not a general residential-game licence.[14]

A separate exception covers qualifying liquor-licensed nonprofits' member card/dice games without a house cut or play fee. That organization-specific rule does not apply to every home game.[15]

A qualifying small sports board can be legal in Washington. The specific route uses a 100-square board, no more than $1 per square, no host fee and payout of the collected money less taxes. It does not authorize every paid office bracket or betting pool.[13]

Bingo, raffles and other charitable games can be legal under the applicable licensing or exemption rules. Member-only raffles and limited nonprofit events have different conditional unlicensed routes. A $5,000 gross-revenue threshold alone is insufficient; membership, event frequency, management, notice and records can also matter.[16][17]

Casino/Reno nights and fundraising card tournaments require licences. An individual's promise to donate proceeds does not authorize otherwise unlawful gambling. Use WSGC's fundraising guidance and charitable card-game licensing page for the proposed activity.[18][39]

Fantasy sports and sweepstakes casinos

Paid fantasy sports wagering is not authorized in Washington, according to WSGC. A skill label or an operator accepting customers does not establish permission. A free contest without the relevant gambling elements is a separate question.[1][19]

A sweepstakes casino label or free-entry option does not establish Washington legality. WSGC distinguishes genuine promotional contests from paid raffles marketed as sweepstakes. Its promotional exceptions are not a general dual-currency casino approval, and virtual play can still involve a thing of value.[31][20][21][22]

Are prediction markets legal in Washington?

Prediction-market legality in Washington depends on the contract and the applicable proceedings. On August 12, 2026, a King County court signed an amended preliminary injunction restricting specified Kalshi categories, including sports, elections and politics.[40][23]

The order expressly excluded commodities, climate, economics and finance categories. It allowed customers to close existing positions and withdraw funds, and set August 19 and September 2 geofencing deadlines. This was preliminary relief against a particular defendant, not a final merits judgment or a ban on every prediction platform.[23]

The AG announcement and linked signed order document that August action. Complete later primary docket records were not recovered for this review, so the August document alone does not establish the full October 3 position or present platform availability. Check the latest operative order before relying on access or a headline.

How to check a Washington gambling licence

Match the operator, game and location to the relevant authority. Corporate registration or a foreign licence is not a substitute for gambling authorization.[1][7]

Licensed nontribal activity

Use WSGC's public licence lookup for the relevant entity and permission. If the lookup is unavailable, contact the Commission before relying on an unverified listing.[41]

Tribal casino or sportsbook

Check the tribal directory, applicable compact and casino's own rules. For sports, check the actual menu and where the casino accepts wagers.[8][24][30]

Horse account or wagering venue

Use WHRC's provider/location list. Confirm the approved account arrangement or venue rather than assuming every app with racing markets is authorized.[5][12]

Lottery retailer

Use the Lottery retailer finder. Its purchasing route is distinct from online rewards, ticket checking and unrelated gambling sites.[6][36][37]

For a specific problem, contact the authority responsible for that activity or the relevant tribal gaming office.
