Is Gambling Legal in Wyoming? Gambling Laws in 2026

Yes, gambling is legal in Wyoming in specified forms, including regulated online sports betting, horse wagering, skill games, Lottery games and qualifying charitable, social and fantasy activities. Tribal casinos operate under a separate framework.[1][2][3][4][5]

Wyoming gambling laws distinguish casino slots, historical racing terminals and skill machines. Their appearance does not establish which rules or minimum age apply.[3][4][6]

The permission must match the game, operator and location.[1][2][3][4]

Are casinos legal in Wyoming?

Yes, tribal casinos are legal in Wyoming. Current examples include Northern Arapaho-owned Wind River Hotel and Casino and Eastern Shoshone's Shoshone Rose Casino. The state Gaming Commission says it does not regulate gaming on tribal lands.[5][7][8]

Check the relevant tribe and venue for entry and game rules. The Eastern Shoshone compact bars under-18 gaming and loitering in gaming areas, but that is not a universal age rule for every tribal property.[6]

State sports law and machine permits do not establish a general commercial casino license. Nor does the state's online-only sports framework decide tribal retail sportsbook authority. Confirm a venue's current offering before visiting.[2][4][5]

Casino slots, historical racing and skill games

Similar-looking machines can belong to different legal channels.[3][4]

Tribal casino games

Tribal authority and venue rules govern casino play. Check that property's age and entry requirements.[5][6]

Historical racing

These terminals are regulated as pari-mutuel horse wagering. Players must be 18.[3][14]

Skill machines

Players must be 21. Games require approved establishments, restricted areas, permits and machine decals.[4][15]

An alcohol license or application-approval email does not, by itself, authorize a skill game. Check the actual permits and decals through the Commission's skill-game guidance.[4][15]

Is online gambling legal in Wyoming?

Some online gambling is legal in Wyoming, including permitted online sports wagering and approved horse-wagering accounts. Those permissions do not authorize internet casino or poker sites.[2][3]

In its May 22, 2025 warning, the Gaming Commission described real-money online casino and poker websites as illegal and unlicensed. It also warned about certain cash/prize sweepstakes and social-casino models.[9]

An offshore license, Wyoming LLC or local business address is not a Wyoming gaming approval. Check the exact product, not simply whether an app accepts you.[9]

Is sports betting legal in Wyoming?

Yes, sports betting is legal in Wyoming through permitted online operators. This state framework excludes physical wagering locations created by operators or vendors for customers to visit. Tribal gaming authority is separate.[2][5]

Players must be 18 and ordinarily physically in Wyoming, with the statute allowing a Commission-authorized exception. Accounts can be opened electronically, subject to identity and location checks. There is no general requirement to visit a casino to register.[2][16]

As our US sports betting guide explains, rules vary by state. In Wyoming, college events are included in the statutory sporting-event definition, but only approved categories and wagers may be offered. Events where a majority of contestants are under 18 are prohibited.[2]

Use the official sports permit-holder page and confirm the current legal entity with the Commission. A logo on that page does not establish approval of every product carrying the brand.[17]

How old do you have to be to gamble in Wyoming?

Do not apply the bingo age automatically to every raffle or social game. The fantasy definition also does not establish a universal player age.[1][12]

Can you buy Wyoming Lottery tickets online?

Buy tickets through a Wyoming Lottery retailer. The Lottery's app promotes scanning, saving and tracking tickets, while Keno to Go supplies viewing and ticket-result functions. Those features do not demonstrate online ticket purchasing.[18][11][19]

Lottery purchase and play require age 18. State law permits cash or debit-card payment and does not provide the minor-gift exception found in some other states.[10]

Wyoming does not authorize Lottery scratch or instant tickets. The agency's current FAQ confirms that restriction.[10][20]

Use the official retailer finder, including its Keno filters. An app's ticket-scanning feature does not establish permission for an unrelated courier arrangement.[18][19]

Is horse betting legal in Wyoming?

Yes, horse betting is legal in Wyoming through licensed pari-mutuel channels, including historical racing and approved advance deposit wagering. The Commission's January 2026 report confirms actual racing and ADW operations.[3][5]

Players must be 18. Approved telephone or electronic accounts require identity and age verification; minors cannot open, own or access them. Use a licensed provider, not any website offering horse bets.[3][14]

For live racing plans, note that Cheyenne Park's planned October 2026 inaugural meet was postponed to 2027. Confirm schedules with the venue and Commission rather than relying on the original opening announcement.[9]

Are home poker games legal in Wyoming?

Home poker games can qualify for Wyoming's social-gambling exception, but a private address or no rake is not enough. The revised rules took effect July 1, 2026.[1][21]

All the statutory conditions matter:[1]

  • Play is incidental to a genuine social relationship, not one formed for gambling.
  • Participants are natural persons.
  • The game is conducted privately.
  • The place is private or a qualifying business/fraternal location whose primary revenue is not gambling-related.
  • The activity is neither advertised nor open to public participation.
  • Nobody receives remuneration for facilitating, participating, hosting or organizing, except direct winnings.

A business location is therefore not automatically disqualified, but it must satisfy the location and revenue requirements as well as the other conditions. Advertising a game to the public or paying a dealer can change the analysis.[1][21]

Apply the full test to an office pool or poker gathering. Do not treat the exception as a general license to run a card room.[1]

Charity bingo, raffles and Calcutta wagering

Charitable bingo and pull tabs require Commission licensing, qualifying organizations established in Wyoming for at least three years, and players aged 18 or older. Paid employees or contractors may assist; it is not an all-volunteer rule.[1]

Bingo tickets are sold in Wyoming, and pull tabs at premises the organization owns or occupies. Raffles have a separate exception directing net proceeds, after the specified costs and winnings, to charity. The bingo licensing test does not automatically apply to every raffle.[1]

Calcutta wagering has separate organization, licensing, event, notice and proceeds conditions. Check the current charity provisions before organizing an event. These exceptions do not establish unrestricted online fundraising permission.[1]

Are daily fantasy sports legal in Wyoming?

Yes, qualifying daily fantasy sports contests are excluded from Wyoming's gambling prohibition. The contest must meet the statutory definition, not merely use a fantasy label.[1][12]

Conditions include paid entry, prizes disclosed in advance, no fantasy team drawn entirely from one actual team, and skill-based outcomes using aggregated statistics of multiple individually selected contestants. The law excludes actual-team or combined-team outcomes, a single contestant's result in a real event, event scores or spreads, and slot machines or fixed commercial electrical gaming devices.[12]

Those are selected requirements. Read the full definition in section 9-24-101 before assuming a pick'em contest qualifies. It does not automatically approve every PrizePicks or Underdog product or supply one age rule for all fantasy contests.[12]

Are sweepstakes casinos legal in Wyoming?

The Gaming Commission's May 2025 warning treats certain cash/prize sweepstakes casino models as illegal, unlicensed online gambling. A sweepstakes or social-casino label does not itself establish permission.[9]

A July 2026 committee document proposes additional online-casino and sweepstakes provisions for 2027. It is a working draft not approved for introduction, not a passed 2026 law.[22]

Are prediction markets legal in Wyoming?

Prediction-market apps do not gain Wyoming sportsbook approval merely by offering sports contracts. The legal questions are separate from the state's permitted sportsbook framework.[2][13]

The CFTC's March 2026 event-contract announcement provides federal regulatory context. It is not a Wyoming license or final Wyoming court ruling, and does not establish settled permission for every Kalshi or Polymarket contract.[13]

What changed in Wyoming gambling law in 2026?

SF44's revised social-game and charitable-raffle rules took effect July 1.[21]

SF45 concerns local approval of simulcasting permits, including historical-racing locations. Existing July 1 permit holders have transition protection through December 31, 2027, but face the new approval requirements from July 1, 2027, with specified good-cause limits.[23]

SF46 changed skill-game venue qualifications effective March 6. Certain existing locations have protection through current permit expiry, with separate grandfather provisions. It did not require every existing location to close immediately.[24]

How to check Wyoming gambling permission

Check the product and responsible authority. State self-exclusion does not automatically establish coverage of every tribal venue or offshore service.[5][25]

Sports operators

Use the Commission's permit-holder page and confirm the current entity and product.[17]

Skill machines

Check establishment permits and machine decals; an application email is insufficient.[15]

Racing and ADW

The Commission's rules and contacts help verify providers and current racing permissions.[26]

Tribal casino visits

Ask the relevant tribal authority or venue about entry, age and current games.[5][7]

Lottery retailers

Search the official retailer finder by city or ZIP, with Keno filters available.[19]
