Can a client of a bank’s HR arm sign on behalf of them?

I have an issue where a director at a firm signed letters for a bank’s HR services arm through alleged ‘pp’ privileges. The letters were plain, without company registration details or a letter head. HR services are refusing to advise further on the matter.
