In English law the standard limitation period for personal injury is 3 years (although there are some subtleties, see: https://www.mills-reeve.com/limitation-act/). Accordingly, a claim here would not be limitation-barred. I suggest that you consult a personal injury solicitor about the possibility of making a claim.
