I am in the process of opening a small delivery company and I am wondering if a specific policy is necessary to have written up?

I would strongly recommend having a written contract with your customers, so that the scope of your rights and obligations with respect to customers is clear. If you are providing delivery services to consumers then you will need T&Cs of some description in order to comply with consumer protection law. There are also certain requirements applying to both B2B and B2C contracts entered into online, which are often covered in T&Cs.
