Is Sports Betting Legal in Illinois? Online Betting Laws

Yes, sports betting is legal in Illinois through authorized online sportsbooks and licensed retail sportsbooks. You must be at least 21 and physically in Illinois when placing a wager. The Illinois Gaming Board (IGB) regulates the market and publishes the official list of authorized online and retail operators.

Illinois has a particularly important college restriction: sportsbooks cannot accept wagers on games involving Illinois collegiate teams. That restriction applies to betting in person as well as online. Older guides may describe a temporary retail exception that has expired. A licensed app's presence in the state does not make every college game or player market eligible.

Question Illinois rule
Is online sports betting legal?
Yes, through an IGB-authorized online sportsbook.

Yes, at an authorized venue. Check the IGB's retail list.
What is the sports betting age?
21 for online and in-person sports wagering.
Do you have to live in Illinois?
No general residency requirement; you must be physically in Illinois when betting.
Can you bet on Illinois college teams?
No. The former limited retail exception has expired.
Can other college games be offered?
Yes, subject to the state's event and wagering restrictions.
Is every licensed business accepting bets?
No. Applications, licences and permission to commence operations are different stages.

Yes, online sports betting is legal in Illinois through the online operators authorized by the IGB. You can use an approved sportsbook's account-registration process remotely. Historic descriptions of compulsory in-person registration should not be treated as current instructions.

Illinois sports betting age rules require customers to be 21 or older. Operators also verify identity and location. Visiting Illinois can satisfy the physical-location requirement, but a visitor still has to complete the operator's checks. An Illinois resident who travels outside the state cannot continue placing Illinois wagers simply because the account remains open.

An app's location check concerns where you are when wagering, not the team you support or the billing address on your card. If the service cannot establish an eligible location, contact support and resolve that issue. Self-excluded people and specified sports insiders face additional restrictions, and placing a wager for someone who is prohibited does not avoid them.

Can you bet on college sports in Illinois?

You can bet on eligible college sports in Illinois, but not on sports events involving Illinois collegiate teams or individuals competing through Illinois collegiate programs. The restriction follows the participant, so an Illinois team's away game is not exempt just because it takes place elsewhere.

The Sports Wagering Act previously allowed a limited exception for certain in-person wagers on Illinois college teams. That provision ran until July 1, 2024. It is not a current permission to walk into a retail sportsbook and bet on the Fighting Illini or Northwestern.

College betting example Illinois treatment
An Illinois college team to win its next game
Prohibited online and in person.
A parlay containing a game involving an Illinois college team
Prohibited; combining it with other selections does not remove the restriction.
A player proposition involving an Illinois collegiate participant
Prohibited, including a comparison against another player.
An otherwise eligible game between non-Illinois college teams
Can be offered, subject to the approved event and wager.
A tournament winner selected from non-Illinois teams
Can be offered under the tournament exception, provided the wager is not on an Illinois participant.

A national tournament can include Illinois teams without preventing every tournament-winner market. The IGB's explanation makes these distinctions:

Non-Illinois selection

A wager on a non-Illinois team to win the tournament can be offered.

Illinois selection

An Illinois team or a field selection including an Illinois team as a possible winning selection cannot be offered.

If an Illinois team wins

Read the house rules for how the sportsbook settles the tournament-winner market in that situation.

For a player market involving a non-Illinois college athlete, check whether that particular wager is authorized. The Illinois-team restriction alone does not settle that question; other event-specific rules and prohibitions can still apply.

The most useful starting point is the IGB's Authorized Operating Sportsbooks list. It identifies the consumer brand, retail venue and licence holder in separate columns. FanDuel and DraftKings appear in its online column, alongside other authorized brands.

Use the operating list when deciding where you can bet. A company appearing in an applicant list, holding a supplier licence or sponsoring a team has not necessarily received permission to accept your wager.

  1. Find the exact online brand or retail venue. Check the appropriate column, including any unavailable or not-operational designation.
  2. Match the licence holder. The underlying casino or racing business may have a different name from the app. The register explains that relationship.
  3. Check that you are using the sports product. A familiar brand might offer separate fantasy contests or prediction products. Those are not automatically covered by its sportsbook authorization.
  4. Keep the account and wager terms. Save the house rules, transaction record and any promotion terms relevant to your bet. These are useful if you need to challenge a settlement or explain a complaint.

Retail sportsbooks and the Illinois launch dates

Illinois authorized sports wagering through its 2019 legislation. Retail betting began on March 9, 2020, and online betting followed on June 18, 2020. Authorization and launch are different events, so a 2019 legalization date does not mean customers were using mobile sportsbooks that year.

The licensing framework includes casinos, racetracks and qualifying sports facilities, with specific rules for wagering locations. Use the IGB operating list to identify a current retail sportsbook rather than assuming every stadium, casino or off-track betting venue takes sports wagers. Check hours and ticket-redemption arrangements directly with the venue before travelling.

Retail betting does not have a lower general sports-wagering age: the minimum remains 21. Nor does the retail format remove the Illinois college-team restriction. The Illinois gambling laws overview covers the state's other gambling products and their separate rules.

Other prohibited wagers and house rules

Illinois also prohibits wagers on minor-league sports events, school-sponsored events other than collegiate events, and events where most participants are under 18. The IGB can prohibit additional types of wagers. Its approved and prohibited events page records specific orders and approvals.

Before placing a bet, check the house rules for postponements, cancellations, player participation, settlement and redemption. The operator's decision to offer one market does not establish that every related market is permitted. Check any applicable account charge or minimum stake in the terms too, rather than assuming that all Illinois sportsbooks use identical conditions.

Complaints and self-exclusion

Start a sportsbook complaint with the operator and explain the issue in writing. Include the bet ID, date, stake, displayed odds, settlement and the specific house rule or account term at issue. Save the response and a copy of the terms that applied when you placed the wager.

If the problem remains unresolved, use the IGB's online inquiry and submission form to contact the regulator. Identify the operator and what you have already done to resolve the matter, and attach relevant records. A regulatory complaint is a way to report and examine an issue; it is not a guarantee that a disputed bet will be paid.

For exclusion, the IGB Self-Exclusion Program page explains the state program and enrollment routes. People enrolled in the program are prohibited from participating in sports wagering as well as casino gambling. Check the current enrollment instructions before applying, particularly while the regulator updates the program. The IGB also links to confidential gambling-support services.

Common questions

Yes, FanDuel and DraftKings are authorized online sportsbooks in Illinois according to the IGB register checked for this guide. Customers must be at least 21, physically within the state when wagering and otherwise eligible. The authorization applies to the listed sportsbook product.

Yes, sports betting is legal in Chicago through Illinois-authorized online sportsbooks and permitted retail locations. Chicago does not remove the state's age, location or college-team restrictions. Use the IGB list to verify the service or venue before betting.

Does Illinois allow online casino games too?

Illinois sports betting authorization does not authorize an online casino. Slots and casino table games are a separate legal question. Our US online casino legality guide explains which states license those products and why a sportsbook account is not evidence of casino permission.

Are fantasy contests and prediction markets covered by these rules?

They are separate products, so sportsbook rules alone do not resolve their legal status. A service offering sports selections is not necessarily an IGB-licensed sportsbook. Our US prediction markets guide and US sports betting laws guide explain the distinction.
